the classic Solution most time talks about Directory Permission. Of course the directory uploads should be writable premission. writable premission doesn’t means 777. Never try 777 under any condition.
upload directory must be 755.
in this article I suppose that all permission are ok but you still have this problem.
to resolve this issue check your quota in the control panel hosting account. even if you have an unlimited disk space there are some limitation in the number of files allowed in the server under your account especialy in a shared hosting account.
so if you have many website under your hosting account and each website have many files you may exceed the number of files quota allowed for you.
